Kieran was elected to the Dáil in February 2011. He was appointed Deputy Spokesperson on Enterprise, Trade and Innovation with Special Responsibility for Enterprise & Employment, October 2010. He was previously Deputy Spokesperson on Finance, with Special Responsibility for Freedom of Information, Procurement Reform and the Office of Public Works, from October 07. Kieran is a member of the Mid-West Regional Authority and Limerick Market Trustees. He is on the Planning and Transport Strategic Policy Committees of Limerick County Council.
