Housing plan reforms will speed up delivery of new homes – Carrigy
13th November 2025 - Micheál Carrigy TD
The Government’s new housing plan ‘Delivering Homes, Building Communities’ is a transformative step forward for future homeowners and families, a Fine Gael TD has said.
Chair of the Oireachtas Housing Committee, Deputy Micheál Carrigy said: “This plan reflects Fine Gael’s unwavering commitment to homeownership, housing supply and practical reforms that will make a real difference to communities around the country.
He highlighted the plan will deliver 300,000 homes, including 90,000 starter homes, backed by a €36bn budget with the Land Development Agency playing an expanded role in delivery.
The Help to Buy Scheme will be retained and enhanced, which will ensure continued support for first-time buyers, while the First Home Scheme will be extended to include vacant and derelict properties and help more people to access affordable homes.
Deputy Carrigy praised the plan’s emphasis on unlocking housing supply through zoning reforms, infrastructure investment and legal changes to speed up delivery. He also welcomed targeted supports for older people and families in emergency accommodation, including a €100m fund in 2026 and expanded rightsizing options.
“This plan will deliver flexible housing options and protections for renters, while also empowering local authorities and accelerating urban communities.
“Fine Gael is focused on building homes for every stage of life. We’ve made housing our top priority and this plan shows we’re serious about delivering for Ireland’s housing needs.”
