Cllr Edward Whelan
Ned was co-opted as a member of Wicklow County Council in May 2025, replacing Aoife Flynn-Kennedy.
A long-time resident of Rathclaren on the Killarney Road, Ned has lived in Bray East for over 40 years and brings a deep local knowledge to the role.
A retired campus governor of Mountjoy and Midlands Prisons, he now serves as a peace commissioner. He is Chair of the East Coast Credit Union, and has held several senior roles within the Wicklow constituency organisation. Ned was appointed to the Limerick Prison Visiting Committee in 2020 by the then-Minister for Justice, Helen McEntee.
Ned has worked closely with Tánaiste Simon Harris since 2011 and has supported each of his general election campaigns. He has seen first-hand the needs of the local community and understands the key issues facing Bray East.
As councillor, his priorities include:
- Actively promoting Bray as a leading tourism destination for Dublin and Wicklow, highlighting its beach, DART access, main street, and vibrant hospitality sector.
- Standing firmly against the proposed closure of the Herbert Road Junction, and calling on Transport Infrastructure Ireland and Wicklow County Council to address Bray’s traffic challenges first.
- Being a visible, approachable and responsive voice for the people of Bray East.
Councillor Whelan is committed to delivering strong local representation and helping shape a positive future for Bray.
