Jennifer Carroll MacNeill, TD

Jennifer is TD for Dún Laoghaire and Minister of State with responsibility for European Affairs & Defence.

Jennifer was elected as a TD for the Dún Laoghaire constituency in the 2020 General Election, having been a Councillor for Killiney Shankill prior to the election. She served on a number of Oireachtas Committees including the Autism Committee, the Public Accounts Committee, the Justice Committee and the Committee on the Implementation of the Good Friday Agreement. She was also a member of the British-Irish Parliamentary Assembly.

Jennifer is a strong advocate for renewable energy and improved infrastructure, suitable for people of all ages and abilities. She is involved with a number of sports clubs locally, promoting children’s involvement in sport, particularly girls, and ensuring the resources are there to enable involvement. She is particularly fond of Seapoint, Granada, Joey’s FC, Cuala, Shankill GAA & FC because of the work they do for, and with, the community. Blackrock rugby is her total favourite of course, with her son very involved in the minis.

Of special importance to Jennifer is her advocacy daily for children with additional needs, and their families, to improve diagnostics, wait times and supports available.  While we have doubled the number of special classes in the area since 2020, it is a matter of personal and professional pain to her that families have not received the therapies and respite that they should have, and this is her motivation to keep going every day in politics, to get this resolved for the benefit of the community.

Jennifer was appointed to her current role by the Taoiseach in April 2024; she previously served as Minister of State in the Department of Finance, with special responsibility for Financial Services, Credit Unions and Insurance.

Before entering elected politics, Jennifer qualified as a Solicitor and Barrister.  She holds a PhD in public policy and has worked as a lawyer in the public service, both within the Oireachtas, as Legal Adviser in the Office of the Leader of Fine Gael, and within Government, as Special Adviser in the Department of Children and Youth Affairs, in the Department of Justice and Equality and in the Department of Housing, Planning and Local Government. She is a graduate of Trinity and UCD, and her favourite coffee shop is Hatch in Glasthule.

We are a successful economy and society, but we need to be a more compassionate community in every way we can to really round out the development of the Irish state. I am so personally committed to our Dún Laoghaire community and have tried to work every day for the benefit of our collective, shared community experience.”
