Frank Quinlan

Frank was co-opted as a Member of Waterford City and County Council in June 2020, replacing John Cummins, following his election to Seanad Éireann.

Frank was born in 1974 in Waterford City, to Richard and Pauline; he has two bothers and a twin sister. He has a son Dylan, who is 15. The Quinlan family is well known in Waterford; Frank’s uncle Hilary Quinlan represented Fine Gael on the City Council for nearly 20 years and his Granduncle Billy (spinners) Quinlan was a member on the Council also.

I was educated in De La Salle in both primary and secondary school. I went to work for Jim Bolger, the racehorse trainer – and spent a number of years there,which gave me a great grounding in life. From there I changed career and moved into the car industry, where I worked for nearly 20 years – gaining valuable experience dealing with all types of people and issues that would arise. I was very successful in my time in the car industry and my key attribute was realising quickly the personality I was dealing with and I took great pleasure in helping and advising people.

Outside of work Frank thrives on physical exercise; he is a very keen runner and has competed in 20 marathons. He is the chief pace maker for the 3 hour group in the Dublin marathon each year – and does this to help and motivate others achieve their marathon goals, which gives him more satisfaction than looking for a time himself. Frank is actively involved in De La Salle hurling club, Bohemians football club , Waterford Athletic Club and the Waterford Triathlon Club.

In terms of achievements, my most recent and very proud moment was running 21 half marathons in 21 days during the pandemic, and in the process, raising €16,000 for local mental health charities within the community. I wanted to raise awareness of the benefits of exercise to combat mental health issues, and raise as much as I could, while doing so.

At present Frank works on a part time basis as a exercise rider for Joseph O’Brien, in Piltown, Co. Kilkenny.
